Terri Milbank

Owner & Agent

Terri Milbank began her insurance career in 1989 in the small group market arena. She has been working with business owners and individuals to find insurance solutions that meet their needs with an emphasis on long-term relationships as well as excellent customer service.

She is a founding partner of Cicero Insurance Agency and Senior Insurance Plans in August of 2012. Terri continues to serve the group business market and additionally, the individual Medicare market. She is noted for her extensive knowledge of the Medicare system and products.

Terri serves on the Executive Board of the Northern Hamilton County Chamber of Commerce, is a member of other chambers and the NFIB. She is also a member of the Indianapolis Association of Health Underwriters and has served on the board. She keeps very busy with her grandchildren and is active in her church.

Jay D. Milbank

Agent

Jay D Milbank is a knowledgeable and experienced insurance broker, providing a one-stop shop for all your insurance needs.

With nearly a decade in the industry, Jay D focuses on building long-term relationships with his clients, where he can help navigate the insurance needs of the client as both the client’s needs and the insurance industry change and shift.

From health insurance (group, individual, and Medicare), to dental and vision, to property & casualty (home, auto, boat, etc.), Jay D can tailor products to a client’s specific needs. But he doesn’t stop there. Jay D doesn’t just want his clients to secure the best policies, he also prides himself on client education—desiring to help clients understand their policies, help with claims, and explain the pros and cons associated with various policies. He also annually reviews clients’ policies to ensure the client’s needs are being met or if other plans are more suitable.

And with relationships with numerous carriers, clients are not limited to quotes from just one company. Instead, Jay D can provide clients with several options, specifically tailored to each unique situation.

Jay D has had the opportunity to work with a wide variety of clients, helping all kinds of businesses, individuals, families, and seniors navigate the complex world of insurance, and looks forward to providing you with the same experienced and thorough service.



Jay D has been a lifelong resident of Hamilton County. He and his wife, Courtney, live in Noblesville with their 3 young children and dog. He is an active member and volunteer at Harvest Church. And, of course, an avid Colts fan.

Nancy Biddinger

Agent & Office Manager

I started working for Cicero Insurance Agency October 2018, I am the Office Manager for the Agency and a Licensed Agent.

Originally from Marion Indiana, I moved to Florida in 1987 and started a Career in Banking. After 21 years in Banking, I decided to leave the Bank and Volunteer at the Humane Society and got involved in Dog Rescue and Transport. Missing the change of Seasons in my Home State, I decided to move back to Indiana is 2015.

I look forward to meeting clients and helping them with their Insurance needs.
